Cukai Tanah DBKL: How to Check and Pay Kuala Lumpur Quit Rent for a Factory

Key Takeaways

  • Cukai tanah (quit rent) in Kuala Lumpur is not a DBKL tax. It is billed and collected by the Federal Territory Director of Lands and Mines Office (PPTGWP). DBKL collects cukai taksiran (assessment tax), which is a separate bill.
  • Deadline: 31 May every year. Under section 94 of the National Land Code quit rent falls due on 1 January and is in arrears from 1 June. The official PPTGWP bill adds a 10% late penalty, rounded up to the next ringgit, after 31 May.
  • Check and pay online on the PPTGWP e-Bayaran portal by account number, land title ID, strata title ID, lot/PT number or IC number, then pay by FPX or card. JomPAY biller code 12195 also works.
  • No paper bill is posted since 1 January 2022. The owner must pay without waiting for a bill, so register for e-Bill or diarise the date.
  • Unpaid quit rent can end in forfeiture. The Land Administrator can serve a Form 6A notice, endorse it on the title and declare the land forfeit if the full sum is not paid within three months (NLC sections 97 and 100).

Is cukai tanah paid to DBKL?

No. This is the most common mix-up behind the search "cukai tanah DBKL". Kuala Lumpur has two separate annual property taxes, collected by two separate bodies:

Cukai tanah (quit rent) Cukai taksiran (assessment tax, cukai pintu)
Collected by PPTGWP (Federal Territory land office) DBKL (Kuala Lumpur City Hall)
Law National Land Code (Act 828) Local Government Act 1976 (Act 171)
Charged on The land title (or strata parcel, as cukai petak) The holding, based on its annual value
Due Once a year, before 1 June Twice a year, by end February and end August
Pay online at ptgwp.gov.my e-Bayaran DBKL Bayar and other DBKL channels

The confusion is understandable. The PPTGWP bill itself lists DBKL payment counters as one place to pay quit rent in cash, and since 1 August 2025 the PPTGWP counter has also accepted DBKL assessment tax payments, . But the account, the deadline and the penalty for quit rent all belong to PPTGWP. Searching for your quit rent on a DBKL portal will not find it.

For a factory or warehouse owner the distinction matters because the two taxes behave differently: quit rent depends on the land title and its category of use, while assessment tax depends on the annual rental value the council puts on the building. If you own industrial property in Selangor rather than KL, the quit rent goes to the Selangor land office instead, explained in our Selangor quit rent guide.

How do I check cukai tanah for a KL factory online?

PPTGWP runs a public e-Bayaran page where anyone can look up the amount due.

Step by step

  1. Open the e-Bayaran semakan page (linked from the e-Bayaran tile on ptgwp.gov.my).
  2. Choose the search type: No. Akaun (quit rent account number), ID Hakmilik Tanah (land title ID), ID Hakmilik Strata (for strata units), No. Lot/PT, or No. Kad Pengenalan.
  3. Enter the number and the captcha, then click Cari.
  4. The result lists the title, the mukim, the lot, the title type and the amount due. A built-in calculator shows the annual rent, any arrears, and the totals before and after 31 May.
  5. Print or save the bill if your accountant or lawyer needs it.

Where to find the numbers

The account number and title details are printed on any earlier quit rent bill. On a sample 2024 PPTGWP bill the account number is a 15-digit figure, and the title section shows the mukim code, title type (for example HSD), title number and lot number. If the factory is held by a company, the title ID is the quickest search because a company has no IC number.

How do I pay cukai tanah in Kuala Lumpur?

Once you see the amount, you can pay through any of the channels listed on the official bill and by JKPTG:

Channel How When it is updated
PPTGWP e-Bayaran FPX or credit/debit card after the search above Immediately
Internet banking Maybank2u, CIMB Clicks, RHB, Pos Online Within 3 working days
JomPAY Biller code 12195, Ref-1 = quit rent account number Within 3 working days
Pos Malaysia counters (KL and Selangor only) Cash with the bill Within 3 working days
DBKL payment counters Cash only Within 3 working days
PPTGWP Revenue counter, Level 1, Rumah Persekutuan, Jalan Sultan Hishamuddin Cash, bank draft, money order, postal order or card Immediately

Practical points from the bill:

  • Personal cheques are not accepted. Crossed cheques, bank drafts and money orders must be made out to Pentadbir Tanah Wilayah Persekutuan with the account number and phone number on the back.
  • If a payment shows as successful but is not updated after 3 working days, email the proof to .
  • Need the receipt today for a sale, loan or transfer? Pay at the PPTGWP counter, because counter payments update at once.

When is the deadline and what is the late penalty?

The legal deadline comes from the National Land Code. Section 94(2) says the rent for a calendar year "shall fall due in full on the first day of that year" and is treated as in arrears on 1 June. The PPTGWP bill turns that into a simple rule: pay before 1 June.

If you pay after 31 May, the bill states that a 10% late penalty on the amount payable is added, rounded up to the next ringgit. The sample bill shows how it works: an annual rent of RM115.00 carries a penalty of RM12.00, so the amount payable after 31 May is RM127.00.

PPTGWP has temporarily closed its portal and e-Bayaran on some days, including 31 May 2025, according to its announcements page, so do not leave a large industrial bill to the last evening.

What if quit rent stays unpaid?

The process under the National Land Code escalates:

  1. Form 6A notice of demand (section 97). The Land Administrator may serve it on the registered proprietor, and a note of the notice is endorsed on the title. That endorsement shows up in any land search, which can delay a sale or refinancing.
  2. Three months to pay in full. Form 6A gives three months from service. During that period the Land Administrator cannot accept a smaller amount (section 100).
  3. Forfeiture. If the full sum is not paid by the end of the period, the Land Administrator shall by order declare the land forfeit to the State Authority (section 100). If the full sum is paid in time, the notice ceases to have effect and the endorsement is cancelled (section 99).

What changes for a factory or warehouse compared with a house?

The rules and channels are the same, but several things matter more for industrial property.

The bill is bigger and goes to the registered owner

Quit rent is a debt due from the proprietor (NLC sections 93 and 95), so the bill is in the name on the title, often a company or a holding entity. Make sure someone in the finance team is registered for the e-Bill, especially after a change of directors or address. Address changes on the bill can be done through the PPTGWP public portal, while changing the address on the title itself needs Form 26A at the registration counter.

Strata factories pay cukai petak

Many newer industrial units in KL sit on strata titles. For land with a subdivided building, NLC section 96A says Part Six of the Code (rent) gives way to the Strata Titles Act 1985, and each parcel pays cukai petak instead. It is checked on the same e-Bayaran page with the ID Hakmilik Strata search.

Tenants can be affected

If a landlord ignores a Form 6A notice, NLC section 98 lets certain parties pay the demanded sum to protect their interest, including a chargee (the bank), a registered lessee, and a tenant whose tenancy is protected by an endorsement on the title. A tenant who pays may recover it from the landlord or deduct it from rent (section 98(3) and (4)). Who pays quit rent between landlord and tenant is otherwise a matter for the tenancy agreement, so read that clause before you sign.

Buyers should ask for the latest receipt

Before buying a KL factory, check that quit rent is paid up to the current year and that no Form 6A is endorsed on the title. PPTGWP charges RM30 for a private search (carian persendirian) and RM50 for an official search (carian rasmi) for a KL title, according to its forms and fees page. Our factory due diligence checklist covers the other checks, and the Kuala Lumpur industrial transactions page shows what KL factories have registered for.

What about DBKL assessment tax on the same factory?

The DBKL side is separate but often due in the same year end planning:

  • Deadlines: under section 147 of Act 171, any amount unpaid at the end of February or the end of August becomes arrears. DBKL reminded owners that the second half of 2026 had to be paid by 31 August 2026 (DBKL).
  • Channels: DBKL Bayar, JomPAY, Touch 'n Go eWallet, PAY@KL, PBTPay, internet banking (Maybank, Bank Islam, BSN) and Pos Malaysia. DBKL no longer posts paper assessment bills either.
  • How it is worked out: DBKL's FAQ says assessment tax is the annual value multiplied by a percentage rate. For a building the annual value is the reasonable gross yearly rent; for vacant land it is 10% of market value. An empty building is not exempt, but the owner can apply for a vacancy allowance.

Common mistakes to avoid

  • Searching the DBKL portal for quit rent. It is on ptgwp.gov.my.
  • Waiting for a paper bill. None has been posted since 2022, and the bill reminds owners that paying without a bill is their responsibility.
  • Paying by bank transfer on 31 May and needing the receipt the next day. Internet banking, Pos and DBKL counter payments can take 3 working days to update.
  • Assuming a strata unit has no quit rent. It pays cukai petak instead.
  • Ignoring old arrears when buying. A Form 6A endorsement on the title will surface in the land search.

This guide explains the rules in general and is not legal or tax advice; check your own bill and title with PPTGWP or your lawyer.

How do I check cukai tanah in Kuala Lumpur?

Go to the PPTGWP e-Bayaran page and search by account number, land title ID, strata title ID, lot/PT number or IC number. The result shows the amount due, any arrears and the total before and after 31 May. Company owners usually search by title ID.

What is the deadline for cukai tanah in KL?

What is the difference between cukai tanah and cukai taksiran DBKL?

Cukai tanah is quit rent on the land title, paid once a year to PPTGWP under the National Land Code. Cukai taksiran is assessment tax on the holding, paid twice a year to DBKL under the Local Government Act 1976. A KL factory owner pays both.

What happens if I do not pay quit rent?

The Land Administrator can serve a Form 6A notice of demand, which is endorsed on the title and gives three months to pay in full. If the full sum is still unpaid at the end of that period, the land can be declared forfeit to the State Authority under section 100 of the National Land Code.

Does a strata factory unit in KL pay cukai tanah?

A strata unit pays cukai petak (parcel rent) rather than quit rent on the whole land. It is checked and paid on the same PPTGWP e-Bayaran page using the strata title ID.
