Factory for Sale in Klang 2026: Capital Allowances When Buying vs Renting

Buying a factory in Klang in 2026 gives you the Industrial Building Allowance on the building (10% initial plus 3% a year), while the Budget 2026 Accelerated Capital Allowance on locally made machinery and ICT is open to owners and tenants alike, and Budget 2027 proposes extending it to 2030. Compare costs, tax treatment and areas like Klang, Shah Alam and Kapar.

Factory for Sale in Klang 2026: Capital Allowances When Buying vs Renting

Key Takeaways

  • Malaysia's Budget 2026 introduced an Accelerated Capital Allowance (ACA) of 20% initial plus 40% annual for machinery bought directly from local manufacturers, ICT equipment and software, on spending from 11 October 2025 to 31 December 2026. Budget 2027 proposes extending it to 31 December 2030, pending the Finance Act.
  • The ACA applies to equipment, not buildings, and any company can claim it on equipment it buys, whether it owns or rents its factory. What only an owner gets is the Industrial Building Allowance (IBA) on the building part of the price: 10% initial plus 3% a year (Income Tax Act 1967, Schedule 3), with land excluded.
  • The typical rental range for standard detached/semi-detached factories in Klang in 2026 is RM1.24 to RM1.76 psf per month (JPPH-registered rents, Klang & Port Klang, 24 months to July 2026); newer, higher-spec units usually rent above the median.
  • For purchase, JPPH-registered sales across Klang & Port Klang had a median of RM14.9 million for detached factories (RM267 psf of land), while industrial land had a median of RM88 psf of land; individual prices depend on location and specifications.
  • Because the ACA is proposed to run to 2030 and the IBA has no end date, there is no tax reason to rush a factory purchase in 2026. Decide on price, cash flow and how long you will stay, then plan the claims.

What Happened? Budget 2026 Brings Accelerated Capital Allowance for Factory Owners

The Malaysian government announced in Budget 2026 an Accelerated Capital Allowance (ACA) designed to spur domestic investment and digital adoption. According to the Budget 2026 speech, Annex 21, qualifying spending is limited to heavy machinery and general plant acquired directly from local manufacturers (for example, locally made CNC machines, conveyor systems or packaging lines), ICT equipment and software packages (servers, computers, warehouse management software), and fees for developing customised software. The rates are a 20% initial allowance and a 40% annual allowance, so the cost is fully claimed within two years, for spending from 11 October 2025 to 31 December 2026.

The Budget 2027 speech on 9 October 2026 proposes extending the ACA for local plant and machinery and ICT to 31 December 2030. That is a proposal until the Finance Act is passed, so confirm the final wording with your tax agent before relying on it.

The incentive speeds up deductions on equipment. It does not cover the factory building or the land, so on its own it is not a reason to buy rather than rent. For companies evaluating a factory for sale in Klang 2026, the ownership advantage comes from the IBA, explained below.

How Does the ACA Compare to the Industrial Building Allowance (IBA)?

The Industrial Building Allowance (IBA) is a separate, long-standing allowance under Schedule 3 of the Income Tax Act 1967 for the cost of constructing or purchasing an industrial building such as a factory. The owner claims a 10% initial allowance in the year the expenditure is incurred and a 3% annual allowance every year the building is in use, so the cost is written off over about 30 years of assessment. Only the building part of the price counts, plus its share of legal fees and stamp duty; land never qualifies. Our Industrial Building Allowance (IBA) guide covers the rules and a full worked example.

The ACA, on the other hand, applies only to qualifying machinery and ICT equipment. The two do not overlap, so a manufacturer that buys a factory and also invests in new equipment claims both:

  • IBA on the building part of the purchase price (or construction cost), at 10% plus 3% a year.
  • ACA on new CNC machines bought directly from a Malaysian manufacturer and on servers installed inside, at 20% plus 40%.

A tenant claims the same capital allowances on equipment it buys itself, including the ACA, and can claim IBA on additions or renovations it pays for and uses as an industrial building. What a tenant cannot claim is IBA on the landlord's building, while its rent is deductible as a business expense instead. So the tax difference between buying and renting is the IBA on the building against the rent deduction, not the ACA.

Buying vs Renting a Factory in Klang: A Financial and Strategic Comparison

When deciding whether to buy or rent industrial space, business owners must consider cash flow, tax implications, and long-term capital appreciation. Below is a comparison table based on current market data and tax rules.

Table 1: Financial Comparison, Buying vs Renting a Factory in Klang (2026)

Factor Buying (Ownership) Renting (Leasing)
Upfront cost Down payment (typically 10-20% of purchase price) + legal fees + stamp duty Commonly 2 months' rent as security deposit + 1 month utility deposit + 1 month advance rental
Monthly cost Loan instalment (principal + interest), lower than some rentals if interest rates favourable Fixed monthly rent (JPPH-registered median RM1.44 psf/month for Klang & Port Klang, with newer, higher-spec units usually renting above the median)
Tax benefits IBA on the building part (10% + 3% a year); capital allowances, including the ACA, on equipment you buy Rent deductible as a business expense; capital allowances, including the ACA, on equipment you buy; no IBA on the landlord's building
Asset appreciation Property value may appreciate; industrial land in Klang has historically risen No equity building, rent is a pure expense
Flexibility Lower, tied to property for long term Higher, easier to relocate
Maintenance Owner responsible Landlord usually responsible for structural maintenance

Impact on Factory Owners and Tenants in Klang, Shah Alam, and Kapar

For Property Owners (Landlords)

  • The ACA encourages manufacturers to invest in new equipment, and expanding manufacturers need space, which supports demand for both factory for sale Klang 2026 and rental units.
  • A landlord that leases its factory to a manufacturer who uses it as a factory can claim IBA against the rental income (Schedule 3, paragraph 60). This does not apply to warehouses and other paragraph 37A to 42C buildings let out since YA 2016.
  • Premium green-certified projects (e.g., GBI or GreenRE) are increasingly favoured by tenants who want to reduce carbon tax exposure and qualify for MIDA incentives. However, most Malaysian factories are not GBI-certified, so landlords should not over-invest unless a clear premium market exists.

For Tenants (Manufacturers & Logistics Firms)

  • Renting remains suitable for short-term needs or uncertain production schedules, and a tenant gets the same ACA on equipment it buys as an owner does. Tenants with stable operations should still compare buying, because ownership adds the IBA on the building and builds equity.
  • A tenant leasing a 20,000 sq ft factory at RM2.00 psf BU pays RM40,000/month, that's RM480,000/year, which is deductible but builds no equity. Buying a similar unit (say RM4 million) with an 80% loan at 4.5% p.a. results in monthly instalments of ~RM20,000 over 20 years. If the building part of the price is RM2 million, the IBA gives RM260,000 in year 1 and RM60,000 a year after that, about RM62,400 and RM14,400 less tax at the 24% company rate. Compare both options after tax with your accountant.
  • The solar factory boom and ECRL development are pushing up demand for industrial space in Klang Valley. If you plan to operate for 5+ years, buying now can lock in costs and build equity.

What to Do Now: A Strategic Action Plan for 2026

  1. Assess your manufacturing activity, Confirm with MIDA whether your industry qualifies for Pioneer Status or Investment Tax Allowances alongside capital allowances. Visit MIDA for details.
  2. Budget for equipment purchases, The ACA currently covers spending from 11 October 2025 to 31 December 2026, and Budget 2027 proposes extending it to 31 December 2030. Buy machinery directly from a local manufacturer if you want the accelerated rate, and keep the invoices that show it.
  3. Evaluate locations, Klang remains the most strategic for port proximity; Shah Alam offers better highway access; Kapar's registered prices sit below Shah Alam's (industrial land RM95 vs RM210 psf of land) but slightly above the Klang & Port Klang median (RM88). Use the table above to compare.
  4. Consult a tax advisor, Every manufacturing business has unique tax circumstances. A licensed accountant can model the IBA on the building, the allowances on equipment and the rent deduction side by side.
  5. Get the land and building split in the SPA, The IBA is calculated only on the building part. If the SPA does not split it, you will need a JPPH or professional valuation, and plan to hold the factory at least two years so the allowances are not clawed back (paragraph 71).

Market Outlook: 2026 and Beyond

The combination of Budget 2026 incentives, infrastructure improvements (the ECRL and Port Klang expansion) and solar manufacturing supports demand for industrial property in the Klang Valley. Registered factory rents in Klang & Port Klang had a median of RM1.44 psf a month over the 24 months to July 2026. As the ECRL reaches Port Klang in 2028, demand for warehouse for rent Klang facilities with direct highway access may rise.

For buyers, the main tax benefit of owning is the IBA, which has no deadline, while the proposed ACA extension gives equipment buyers more time. As the government pushes for green technology and high-value manufacturing, factories with solar-ready infrastructure or green certifications will attract premium tenants, but GBI is not mandatory for most operations.

Frequently Asked Questions

What capital allowances can I claim when I buy a factory in Klang?

Final Thoughts: Compare Buying and Renting After Tax

Buying a factory for sale in Klang 2026 gives you the Industrial Building Allowance on the building, an allowance renting does not provide, while the Budget 2026 Accelerated Capital Allowance on locally made machinery and ICT is open to owners and tenants alike. With the ACA proposed to run to the end of 2030 and the IBA permanent, take the time to compare purchase prices, rents and your after-tax cash flow before you commit.
