Port Klang Free Zone (PKFZ) 2026: Duty Rules, Custom Gate and How to Rent a Warehouse
What the Port Klang Free Zone (PKFZ) is, who runs it and how it differs from an LMW or a bonded warehouse. Covers the custom gate, RMCD duty rules, the space PKFZ leases and the steps to rent a warehouse inside PKFZ.

Key Takeaways
How to rent a warehouse in Port Klang Free Zone (PKFZ)? Confirm your activity is allowed in a free zone, then lease a ready-built PKFZ unit, sublease with PKFZ's consent or use a 3PL. PKFZ Sdn Bhd's Business Facilitation and Compliance unit evaluates tenancy and operating permit applications. Then register for gate access and appoint a customs agent.
- The Port Klang Free Zone (PKFZ) is a free zone of about 1,000 acres on Pulau Indah, beside Westports. It is run by PKFZ Sdn Bhd, a subsidiary of the Port Klang Authority (PKA).
- PKFZ is declared under the Free Zones Act 1990. MIDA lists Pulau Indah (PKFZ) as both a Free Commercial Zone (FCZ) and a Free Industrial Zone (FIZ), out of 23 FCZs and 22 FIZs nationwide.
- Goods brought into, stored in or made in PKFZ pay no import duty or excise duty. Once they move into the rest of Malaysia they count as imports, and duty and sales tax are charged at that point.
- Every truck passes the PKFZ customs gate. PKFZ runs its Free Zone Management System (FZMS), automated gate system and Digital Port Pass on one platform, and each movement is declared on Customs forms such as ZB1, K1, K2 or K8 through its PKFZ Integrated Management System (PIMS).
- PKFZ earned a record RM108 million in revenue in 2025 and 86% of its long-dormant commercial space is back in use. JPPH-registered factory tenancies in the Pulau Indah, Westport and PIIP area over the 24 months to August 2026 had a median rent of RM1.54 psf/month (23 tenancies).
- To rent a warehouse in PKFZ: confirm your activity is allowed in a free zone, lease from PKFZ, sublease or use a 3PL, get the zone's approval, register for gate access and appoint a customs agent.
The Port Klang Free Zone (PKFZ) is the free zone people search for as "PKFZ": a fenced, customs-controlled commercial and industrial zone of about 1,000 acres on Pulau Indah, Selangor, next to Westports, managed by PKFZ Sdn Bhd for the Port Klang Authority. Goods can be landed, stored, repacked, re-exported or manufactured there without import duty or excise duty, and tax only applies when they enter the Malaysian market. Companies rent warehouses, light industrial units, offices or open land inside the zone, and every movement goes through the PKFZ customs gate.
What is the Port Klang Free Zone (PKFZ)?
PKFZ sits on Pulau Indah in the Klang district, on the same island as Westports. The Edge described it in 2019 as a 1,000-acre zone with land leased for terms of up to 30 years, and reported that PKFZ took over management from Jebel Ali Free Zone International in July 2007.

In May 2025 PKFZ announced a 10-year PKFZ 2.0 masterplan, starting with infrastructure repairs and then occupancy. In June 2026 the Transport Minister reported RM566 million in cumulative new investment, 86% of the dormant commercial space reactivated, and two office blocks converted into Centralised Labour Quarters (CLQ) for workers.
What space can you rent in PKFZ?
PKFZ's own website lists three kinds of space, all leased rather than sold. Its Light Industrial Units page describes ready-built warehouse spaces for warehousing and light assembly, in terrace, semi-detached and detached form, thermally insulated, fitted with office space and available on short and long-term leases, with loading docks and forklift ramps. Its Prepared Land page offers open land on long-term lease for companies that want to build their own warehouse or factory, but says the open land is currently fully occupied and asks applicants to register their interest.
| PKFZ space | What PKFZ says it is | Lease | Status on PKFZ's site |
|---|---|---|---|
| Light Industrial Units | Ready-built warehouse spaces; terrace, semi-detached and detached; insulated, with office space, loading docks and ramps | Short and long-term | Available on a rental basis |
| Prepared Land (Open Land) | Plots with paved roads, utilities and telecoms to build your own facility | Long-term (short-term also offered) | Fully occupied; register interest |
| Leased Office Buildings | Office space inside the zone | Lease | Listed under Facilities |
PKFZ names its light industrial units as a distribution hub for LME metals, cotton and polymers, and a base for oil and gas downstream, automotive spare parts, general cargo, SMEs and cold chain operators. Its open land has also been used for tyre, adhesive tape and rubber manufacturing, vehicle pre-delivery inspection yards and palm oil refining.
Who governs PKFZ: the Free Zones Act 1990, PKA and Customs
- Minister of Finance: declares a free zone under section 3(1) of the Free Zones Act 1990.
- Free zone authority: for PKFZ, the PKA, working through PKFZ Sdn Bhd. Under the Ministry of Finance free zone guideline, the authority keeps the perimeter fence and controlled gates, provides the customs office at each gate, controls the movement of people and goods, and makes sure operators follow the Act. Tenancy, activity approval and gate passes come from here.
- Royal Malaysian Customs Department (RMCD): controls goods in and out and receives every declaration.
What you may do inside depends on the zone type. Per MIDA's investment guide, a Free Commercial Zone allows trading (except retail), breaking bulk, grading, repacking and relabelling. A Free Industrial Zone is for export manufacturing, normally for companies exporting all or at least 80% of output with mainly imported materials, plus R&D, testing, packaging, repair and regional distribution.
Free trade zone vs LMW vs bonded warehouse vs normal industrial land
People search for "free trade zone Malaysia", but the law says "free zone". Two licence schemes give similar relief outside a zone. This is how the four options compare:
| Free zone (PKFZ) | Licensed Manufacturing Warehouse (LMW) | Licensed (bonded) warehouse | Normal industrial land or factory | |
|---|---|---|---|---|
| Law | Free Zones Act 1990 | Section 65A, Customs Act 1967 | Section 65, Customs Act 1967 | No customs status |
| What it is | A gazetted, fenced area | A licence on one factory | A licence on one warehouse | Ordinary industrial title |
| Main use | Trading, re-export, distribution, export manufacturing | Export manufacturing outside a free zone | Storage, break bulk, repacking, consolidation | Any permitted industrial use |
| Duty on imported goods | Not charged while goods stay in the zone | Exempt on materials used directly in production | Deferred until goods are released | Paid at import clearance |
| When tax is paid | When goods enter the Malaysian market | On local sales of finished goods | When goods leave for local use | At import |
| Who you deal with | Zone authority (PKFZ) and RMCD | RMCD | RMCD state office | Local council, land office |
| Typical fit | Re-export hubs, 3PLs, regional distribution | Factories exporting at least 80% | Importers holding stock before local sale | Domestic manufacturing and distribution |

In PKFZ the whole zone is outside the customs area, so a tenant needs no warehouse licence of its own. LMW and bonded warehouse licences attach to one building, so they can sit in any industrial park Customs approves. For licence types, setup steps and costs, see our bonded warehouse for rent guide. PKFZ custom gate: how access works
The PKFZ custom gate is the controlled entry and exit point where Customs checks people, vehicles and cargo. The fence and gate are what keep the zone outside the customs area, so no cargo moves without a declaration.
In June 2026 PKFZ said it was the first free zone in Malaysia to run FZMS, an Automated Gate Operation System (AGOS), Digital Port Pass and other modules on one platform. Tenants register the company, staff and vehicles before the first move and apply for gate passes online. Each movement is declared on a form from RMCD's free zone form table:
| Movement | Customs form |
|---|---|
| Overseas into PKFZ, or PKFZ to overseas | ZB1 |
| PKFZ into the Malaysian market (Principal Customs Area) | K1 |
| Malaysian market into PKFZ | K2 |
| PKFZ to another free zone, licensed warehouse or inland depot by land | K8 |
| PKFZ to a Licensed Manufacturing Warehouse | K1 |
For the gate location, truck routes from KESAS and the Pulau Indah highway, and how gate access affects which unit to pick, read our PKFZ custom gate and truck routes guide.
Duty and tax inside PKFZ
RMCD says free zones give relief from customs duty, excise duty and sales tax on goods brought in, moved out or produced in the zone, with section 4 of the Free Zones Act 1990 removing customs and excise duty. RMCD also keeps a list of goods excluded from free zone status, so check your product first.
| Situation | Import and excise duty | Sales tax | What it means |
|---|---|---|---|
| Goods from overseas into PKFZ | Not charged | Relief applies, subject to exclusions | Cash is not tied up in duty while stock waits |
| Stored, repacked or relabelled, then re-exported | Not charged | Not charged | The classic re-export hub model |
| Released from PKFZ into Malaysia | Charged, the move counts as an import | Charged | Duty is paid only on what you sell locally |
| Malaysian goods sent into PKFZ | The move counts as an export | Generally not charged, as for exports | Local suppliers can serve zone tenants |
| Made in PKFZ (FIZ) and sold locally | Duty on finished goods; ATIGA rates may apply with 40% local content (MIDA) | Charged | Plan the local sales share early |
Free zone status does not lower income tax. Company tax follows normal rules, and incentives such as Pioneer Status or Investment Tax Allowance come through MIDA, not through the zone.
How to rent a warehouse in PKFZ
To rent a warehouse in PKFZ, check that your activity is allowed in a free zone, choose a space type, apply to PKFZ for tenancy and activity approval, sign the lease, register your company and vehicles for gate access, and appoint a customs agent before the first container arrives. If you only need storage, a 3PL already inside the zone is often quicker than your own lease.
| Option | What you get | Commitment | Best for |
|---|---|---|---|
| Lease from PKFZ | Built warehouses, light industrial units, offices, or open land to build on | Open land was offered for up to 30 years with rent reviews of 5% to 10% every two to three years (The Edge, 2019) | Long-term distribution or manufacturing |
| Sublease from a tenant | Part or all of a tenant's building | Needs PKFZ consent; check the head lease term | Faster entry, specific specs |
| Use a 3PL inside PKFZ | Pallet or floor space handled by the operator | Storage contract, no lease | Small volumes, trial runs |
Step by step: renting a PKFZ warehouse, and who approves each step
- Check the activity (you, against MIDA and RMCD rules). Trading, repacking and re-export fit a Free Commercial Zone; manufacturing needs Free Industrial Zone approval and should be mostly for export. Check that your goods are not on RMCD's list of goods excluded from free zone status.
- Estimate local sales (you). If most goods end up sold in Malaysia, duty is paid at the gate anyway, and an ordinary warehouse near Westport or Northport may cost less.
- Contact PKFZ Sdn Bhd (the zone operator). Ask about available light industrial units, office space or a waiting list for open land: or +603 3101 5568, Jalan FZ2-P5/KS 12, 42920 Pulau Indah. Shortlist by floor loading, clear height, docks and power, and ask for the CCC and fire approvals.
- Apply for the tenancy and operating permit (PKFZ's Business Facilitation and Compliance unit). According to PKFZ, this unit, set up on 21 December 2020, evaluates and recommends approval of applications for new and renewed tenancies and operating permits. For a sublease, get PKFZ's written consent.
- Clear other agencies (DOE, MAQIS, KKM, Bomba, through the same unit). The unit checks compliance with agencies other than Customs, such as the Department of Environment, the Malaysian Quarantine and Inspection Services, the Ministry of Health and the Fire and Rescue Department, on safety, health, environment and import-export rules.
- Sign the lease and read the operating rules (PKFZ). PKFZ publishes its Tenant Operating Rules 2026 and offences and penalties; ask which fit-out works, such as racking, electrical changes or partitions, need approval first.
- Register for gate access and declarations (PKFZ systems). Set up PIMS access for cargo declarations, staff passes and vehicle registration before move-in.
- Appoint a customs agent (RMCD declarations). The agent files ZB1, K1, K2 and K8 declarations, and your stock records must match Customs records.

What does a PKFZ warehouse cost to rent?
JPPH-registered tenancies do not report PKFZ separately, so the closest registered figures are for the Pulau Indah, Westport and PIIP area, the island PKFZ sits on, and for Klang and Port Klang as a whole. All figures are JPPH-registered tenancies in the 24 months to August 2026, per sq ft of rented floor area per month:
| Area and type | Median rent | Median monthly rent | Tenancies |
|---|---|---|---|
| Pulau Indah, Westport and PIIP, all factories | RM1.54 psf/month (typical RM0.92 to RM1.72) | 23 | |
| Pulau Indah area, terrace factory | RM1.54 psf/month | RM3,800 for about 2,170 sq ft | 11 |
| Pulau Indah area, detached factory | RM1.38 psf/month | RM33,700 for about 55,140 sq ft | 10 |
| Klang and Port Klang, all factories | RM1.43 psf/month (typical RM1.00 to RM1.90) | 780 | |
| Klang and Port Klang, detached factory | RM1.22 psf/month | RM19,700 for about 15,090 sq ft | 301 |
The typical registered term was 24 months. The Pulau Indah sample is small, so treat it as a range, and ask PKFZ for its own rates for units inside the zone. See the breakdown by size and type on our Port Klang industrial transactions page.
Can you buy a factory in PKFZ?
PKFZ land belongs to the Port Klang Authority group and is leased out, so a "factory for sale in PKFZ" is normally a building on leased land or the remaining lease. Check the remaining term, PKFZ's consent to the assignment and the permitted use before you pay.

Who rents in PKFZ
- Manufacturing and regional HQ: Golden Horse Rubber leases an eight-storey building as its regional headquarters (Wisma Golden Horse) and is building Phase 2 of its factory; Suntek Materials is building a factory (NST, June 2026).
- Vehicle storage: Sime Darby Auto Bavaria uses the exhibition centre and covered car park to store vehicles (NST, June 2026).
- China-linked businesses: more than 3.18 million sq ft occupied by January 2026 and 88,070 TEUs in 2025, 20% of PKFZ throughput (NST, June 2026).
The common thread is sea cargo that leaves again or is held before release. Companies selling almost entirely into Malaysia usually gain less from a free zone.
What was the PKFZ scandal?
Most searches for "PKFZ" also turn up the project's history. According to The Edge's timeline of the PKFZ saga, the Port Klang Authority signed in November 2002 to buy 999.5 acres on Pulau Indah for RM1.09 billion, or RM25 psf. The original cost of setting up the free zone was RM1.845 billion, but it grew to RM4.6 billion, and the government gave the PKA a soft loan of RM4.6 billion. Jebel Ali Free Zone International ended its 15-year management contract in July 2007, Parliament's Public Accounts Committee questioned the overrun, and PricewaterhouseCoopers was appointed in 2008 to audit it.
For a tenant today the history matters less than how the zone runs now: PKFZ Sdn Bhd manages it, the PKFZ 2.0 masterplan began in 2025, and 2025 revenue was its highest ever.
PKFZ, Westport and Northport: where they sit
Port Klang handled a record 15.14 million TEUs in 2025, of which Westports handled 11.3 million. PKFZ itself describes Port Klang as the world's 10th ranked port in 2025 by throughput. PKFZ shares Pulau Indah with Westports, so Westports boxes have the shortest haul. Northport is on the mainland side. MIDA also lists free commercial zones at the North, South and West ports, which are port-operator areas, not tenant estates.
| Location | Customs status | Good fit |
|---|---|---|
| PKFZ, Pulau Indah | Free zone (FCZ and FIZ) | Re-export, regional distribution, export manufacturing |
| Industrial parks near Westport and on Pulau Indah | Ordinary titles; bonded licence possible | Importers serving the local market, bonded storage |
| Industrial areas near Northport | Ordinary titles; bonded licence possible | Northport shipping lines, north Klang distribution |

Frequently Asked Questions
What is the Port Klang Free Zone (PKFZ)?
PKFZ is a free zone of about 1,000 acres on Pulau Indah, Selangor, next to Westports, run by PKFZ Sdn Bhd for the Port Klang Authority. It is declared under the Free Zones Act 1990 and is both a free commercial and a free industrial zone. Goods inside are treated as outside the Malaysian customs area until released.
Is PKFZ a free trade zone?
Yes, in everyday terms. Malaysian law uses "free zone", split into Free Commercial Zones for trading and Free Industrial Zones for export manufacturing, and PKFZ is listed as both. "Free trade zone" is the common English name for the same thing.
What do I need to pass the PKFZ custom gate?
Tenants register their company, staff and vehicles in PKFZ's systems (FZMS, also called PIMS, the automated gate system and the Digital Port Pass) before the first move. Each cargo movement is declared on the right Customs form, such as ZB1, K1, K2 or K8, usually through a customs agent.
How do I rent a warehouse in PKFZ?
Confirm your activity is allowed in a free zone, then lease from PKFZ, sublease from a tenant with PKFZ's consent, or use a 3PL already in the zone. Apply to PKFZ for tenancy and activity approval, sign the lease, register for gate access and appoint a customs agent before the first shipment.
Do I pay import duty and sales tax in PKFZ?
Not while goods stay in the zone or are re-exported. When goods leave PKFZ for the Malaysian market, the move counts as an import and import duty and sales tax are charged then. Some goods are excluded from free zone status, so check RMCD's list.
What is the difference between PKFZ and a bonded warehouse?
PKFZ is a whole gazetted zone, so tenants need no warehouse licence of their own. A bonded warehouse is a single building licensed under section 65 of the Customs Act 1967, where duty is deferred until goods are released, and it can be outside a free zone.
How much is warehouse rent in PKFZ?
JPPH-registered data does not list PKFZ separately. Factory tenancies in the Pulau Indah, Westport and PIIP area had a median of RM1.54 psf per month (23 tenancies) in the 24 months to August 2026, and Klang and Port Klang as a whole RM1.43 psf (780 tenancies). Actual rent depends on size, age, docks and floor loading.
What is an FCZ?
An FCZ is a Free Commercial Zone, a free zone under the Free Zones Act 1990 for trading (except retail), breaking bulk, grading, repacking, relabelling and transit. PKFZ is listed by MIDA as both an FCZ and a Free Industrial Zone (FIZ). Goods in an FCZ pay no import or excise duty until they enter the Malaysian market.
What kinds of space does PKFZ rent out?
PKFZ lists ready-built light industrial units in terrace, semi-detached and detached form, leased office buildings, and prepared open land for companies that build their own facility. Its website says the open land is currently fully occupied and asks applicants to register their interest. Everything is leased, not sold.
Who approves a PKFZ tenancy?
PKFZ Sdn Bhd's Business Facilitation and Compliance unit, set up on 21 December 2020, evaluates and recommends approval of new and renewed tenancies and operating permits. It also checks compliance with other agencies such as DOE, MAQIS, the Ministry of Health and Bomba. Customs declarations stay with RMCD.
What was the PKFZ scandal about?
It was a cost overrun on setting up the zone. The Edge reported that the cost grew from an original RM1.845 billion to RM4.6 billion, after the PKA bought 999.5 acres for RM1.09 billion in 2002, and that PwC was appointed to audit it in 2008. The zone has since been run by PKFZ Sdn Bhd and reported record revenue in 2025.
This guide explains rules and practice; it is not legal or tax advice, so confirm your own case with RMCD, PKFZ or a licensed customs agent.
