Westports CT10 and ECRL 2028: Port Klang and Pulau Indah Warehouse and Yard Outlook
Westports CT10 (2028), the ECRL to Port Klang via Kapar and the finished WCE will reshape demand in the port belt. Which warehouses, yards and factories gain before and after 2028.

Key Takeaways
- Port Klang handled a record 15.14m TEU in 2025, and Westports' yards were at about 80% density in mid-2026. The next big block of berth capacity arrives only when CT10 opens, targeted for 3Q to end-2028.
- Three projects land within about two years: full WCE completion (targeted by March 2027), the ECRL Gombak to Port Klang leg via Kapar (January 2028) and CT10 (2028).
- Before 2028, the scarce space is port-buffer space: hardstand container yards, bonded and free-zone warehouses, and dangerous-goods storage for lithium battery imports.
- After 2028, the second wave of demand is most likely in Pulau Indah, Telok Gong and Kapar, closest to the new berths and the new rail and road links.
- Carey Island's third port still had no port licence, operator or EIA as of July 2026. It is a 2030s story, not a reason to pay a premium today.
- Plain big-box warehouses face the opposite trend: about 10m sq ft of new space is due in Shah Alam, and Westports expects flat volume in 2026.
Why the Port Klang belt is short of space before 2028
Port Klang (Westports plus Northport) handled 15.14m TEU in 2025, up 3.4% and the highest since 1973. Transhipment was 8.41m TEU, so just over half the boxes never leave the port. For property owners the other half matters more. The Port Klang Authority's general manager said gateway cargo (local imports and exports) is now about 47% of throughput, against about 30% in the late 1990s. Gateway boxes are the ones that get unstuffed, stored and trucked, which is what fills warehouses in Pulau Indah, Bukit Raja and Kapar.
The terminals are close to full. Westports handled 11.33m TEU in FY2025, and Northport posted a record 3.8m TEU. In 1H2026, RHB put Westports' yard density at about 80%, with two new container yards adding about 500,000 TEU a year. Port Klang as a whole still grew 5.4% to 6.38m TEU in January to May 2026.
Our reading: with yards this dense and no new berth until CT10, cargo spills out of the terminals. That favours off-dock container depots, buffer yards and bonded warehouses until at least 2028.
What is changing and when
| Date | Milestone | How firm | What it means for property |
|---|---|---|---|
| 1 Jan 2026 | Westports gateway charge for a 20ft full container rises to RM375 | In force | Higher cost per box in the terminal |
| 1 Jan 2027 | Final tariff step: RM390 per 20ft full container | Scheduled | Stronger case for off-dock storage |
| By 31 Mar 2027 | WCE (Banting to Taiping) full completion; Section 3 opens 1Q2027 | Has slipped before | Better north-south access for Kapar and Kuala Langat |
| 3Q2027 | Metrohub 3 at Bukit Raja, with dangerous-goods storage | Developer announced | New benchmark for DG space |
| Jan 2028 | ECRL Gombak to Port Klang (via Kapar) in full operation | 95.08% overall progress, Aug 2026 | Rail link to the east coast |
| 3Q to end-2028 | Westports CT10 first wharf, about 1.5m to 1.6m TEU | Reclamation reported ahead of schedule | Second wave for Pulau Indah and Telok Gong |
| About a year after CT10 | CT11 | Planned | More gateway volume into the 2030s |
| 2030s | Carey Island third port | No licence, operator or EIA as of Jul 2026 | Land speculation, not tenants |
Westports 2: CT10 first, more berths later
Westports' concession, signed in December 2023, runs 58 years to 2082 and covers eight new berths, CT10 to CT17, lifting capacity from about 14m to about 27m TEU a year over time. Only CT10 matters within five years. RHB expects the first 300m of wharf to operate by 3Q2028, while the PKA general manager said end-2028. CIMB said CT10 adds about 1.6m TEU, with CT11 about a year later.
Meanwhile, a cumulative 30% tariff hike takes the gateway charge for a 20ft full container from RM300 (before July 2025) to RM390 from January 2027. Every extra day a box sits in the terminal costs more, so importers have a reason to move cargo to their own yards and warehouses quickly.
ECRL and WCE: a wider catchment
The ECRL was 95.08% complete overall in August 2026. Phase 2 from Gombak to Port Klang is due for full operations from January 2028, running via Serendah, Puncak Alam and Kapar. The exact freight terminal location has not been confirmed by a primary source, so do not pay extra for "near the ECRL" until you see the station and siding plans. The same line passes Serendah, where auto-parts demand is building ahead of the CKD tax exemption expiry in 2027.
WCE Holdings targets completion of the 233km WCE by the financial year ending 31 March 2027, with Section 3 expected to open in 1Q2027.
Who is already moving into the belt
- Bukit Raja, E-Metro Logistics Park (Sime Darby Property and ESR): Metrohub 1 and 2 are fully let. Mixue's regional distribution centre pre-committed 13.4% of the completed Metrohub 4 (about 1.38m sq ft). Metrohub 3 (about 840,000 sq ft, due 3Q2027) includes dangerous-goods storage driven by rising imports of EV components, particularly lithium batteries.
- Pulau Indah: Daiso's global distribution centre was targeted for completion in 2Q2026. Axis REIT agreed to buy three Megalift warehouses in Taman Perindustrian Pulau Indah for RM61m with a five-year leaseback.
- PKFZ: Golden Horse is putting RM500m into a Phase 2 tyre plant and leased the 9-storey Wisma Golden Horse for 30 years. Suntek Materials opened its PKFZ factory on 18 June 2026. PKFZ is considering converting about 20 acres of light industrial units into open-land leases of up to 30 years, while LME aluminium storage there has fallen from over 1m ingots to about 200,000.
- Telok Gong: Steelbro, a New Zealand logistics-vehicle maker, opened a factory and central workshop there in September 2026.
- Kapar: WG Malaysia VIII, an IT infrastructure hosting company, bought 157.07 acres for RM687.89m in 1H2026, a data centre land deal that resets expectations for large flat plots with power.

Which property types gain before 2028 and after 2028
Our view, built on the facts above:
| Property type | Before 2028 | After 2028 | Best-fit areas |
|---|---|---|---|
| Container yard / hardstand open land | Strong: buffer while terminal yards run near 80% | Still useful as CT10 and CT11 add volume | Pulau Indah, Telok Gong, Kapar, Pandamaran |
| Bonded, LMW-capable or free-zone warehouse | Strong for importers who want to defer duty and clear boxes fast | Grows with gateway cargo | Pulau Indah, PKFZ, Bukit Raja |
| Dangerous-goods warehouse | Tight: few compliant buildings | Metrohub 3 adds supply from 3Q2027 | Pulau Indah, Bukit Raja, Telok Gong |
| High-power factory (800A and above) | Steady for port-centric makers (tyres, building materials) | ECRL and WCE widen the catchment | Telok Gong, Kapar, Pulau Indah |
| Generic big-box warehouse | Tenant's market | Depends on Shah Alam absorption | Shah Alam, Bukit Raja |
Hardstand yards and DG stores are slow to create because both need approvals and ground work. A standard warehouse can be built in Shah Alam; a licensed DG store or a compacted yard near the Westports gate cannot appear at short notice. Our EV battery warehouse guide covers fire separation and floor loading for battery storage.
Port-centric manufacturers also need power. If your line needs 800A or more, ask us for high-power factories in the belt, including units not publicly advertised, or browse high-power factories for rent in Selangor.
Checklist: what to check near the port
- Trailer access: check road width, gate turning radius for a 40ft prime mover, weight limits on small bridges, and whether the route passes through housing.
- Distance to the Westports or Northport gate: measure drive time at peak hours, not kilometres.
- Hardstand: is the yard compacted and paved for stacked containers and reach stackers? Is drainage adequate?
- Flood and ground: much of the belt is low-lying or reclaimed. Ask about flood history, look for settlement cracks and confirm piling. Budget 2027 set aside RM100m for Klang Valley flash-flood retention ponds, so flash floods remain a live issue.
- Zoning and approvals: confirm industrial zoning and that your use (container depot, DG storage, bonded warehouse) is allowed. DG storage needs fire authority approval; bonded and LMW operations need customs licensing.
- Power and floor loading: confirm amperage on the TNB bill and the slab design load.
- Lease timing: if your plan depends on CT10 or the ECRL, make sure your lease or renewal option runs into 2028 to 2029.
Our logistics warehouse requirements page lists typical specs for clear height, docks and floor loading.
Carey Island: what is confirmed
In September 2025, Selangor identified 1,699.68 ha for the Carey Island port. The transport minister said it will be developed in phases over close to 20 years. As of July 2026 it was still waiting for the port licence, with no operator named, and no EIA had been commissioned. We found no confirmation that a groundbreaking took place in September 2026.
Our conclusion: before 2031, Carey brings land speculation, not port tenants. The near-term beneficiaries of new berth capacity are Pulau Indah and Telok Gong, closest to Westports and CT10.

Risks that could change the picture
- Johor competition: Tanjung Pelepas handled 14.03m TEU in 2025, up 14%, and has an RM3bn expansion to 16.5m TEU by 2029.
- Flat 2026 at Westports: it expects throughput roughly the same as 2025, citing the Iran war, trade policy and freight volatility.
- Shah Alam supply: a large wave of new warehouse space is due over the next two years, mostly in Shah Alam, The Star reported, with pre-leasing largely over. Plain warehouses in the belt compete with that.
- Slipping timelines: WCE Section 3 was held up by land acquisition. Treat every 2027 and 2028 date as a target.

FAQ
When will Westports CT10 start operating?
RHB expects the first 300m of CT10 wharf by 3Q2028, and the Port Klang Authority's general manager said end-2028. CT10 adds about 1.5m to 1.6m TEU a year, and CT11 follows about a year later.
Does the ECRL go to Kapar?
Yes, the Gombak to Port Klang leg runs via Kapar, with full operations targeted for January 2028. The freight terminal location has not been confirmed by a primary source, so check station plans before paying extra for a nearby plot.
Should I rent a warehouse in Pulau Indah now or wait until 2028?
For container yards, bonded stores or DG warehouses, waiting is risky because these are already tight. For a plain warehouse, Shah Alam supply gives tenants room to negotiate now. A lease with a renewal option into 2028 to 2029 covers both cases.
Where can I find a dangerous-goods warehouse near Port Klang?
Compliant DG space is limited. Metrohub 3 at Bukit Raja, due 3Q2027, includes DG storage. Existing buildings in Pulau Indah and Telok Gong need case-by-case checks on fire approval, separation distance and floor loading.
Will the Carey Island port push up land prices in Pulau Indah?
As of July 2026, Carey had no port licence, operator or EIA, and build-out is phased over about 20 years. Before 2031, CT10, the ECRL and the WCE are far more likely to move demand than Carey.
How much are Westports port charges going up?
The gateway charge for a 20ft full container rose from RM300 to RM345 in July 2025 and RM375 in January 2026, and reaches RM390 on 1 January 2027, a cumulative 30%. That gives importers more reason to move cargo out to off-dock yards and warehouses.
