Kapar Industrial Area Guide: Industrial Parks, Factory and Land Prices, Power and Access
Kapar, in Klang district under MBDK, recorded 382 JPPH industrial deals in the 24 months to July 2026, with factories at a median RM2 million and rent at RM1.47 psf. A guide to its industrial parks, the power station, WCE and NNKSB access, KTK risks and what to check before you buy or rent.

Key Takeaways
- Kapar is a mukim (sub-district) of Klang district in Selangor, run by the Majlis Bandaraya Diraja Klang (MBDK). Its estates include Sungai Kapar Indah, Kapar Bestari and KIIP @ Kapar, and the wider mukim also takes in Meru and Bandar Bukit Raja.
- JPPH-recorded transactions to July 2026 show 382 industrial deals in Mukim Kapar in 24 months, worth about RM3.0 billion. The median factory sold for RM2 million and the median industrial land deal was RM95 psf.
- Factory rent in Kapar has a median of RM1.47 psf a month across 247 registered tenancies (middle half RM1.08 to RM1.97 psf). Large sheds above 60,000 sq ft rent for about RM0.84 psf.
- The Sultan Salahuddin Abdul Aziz Power Station in Kapar is rated at 2,420 MW, owned 60:40 by TNB and Malakoff. Grid operator data reported by The Edge puts its retirement in July 2029, and TNB holds an initial notification for a new 2,100 MW gas plant beside it.
- Access is by the WCE (Bandar Bukit Raja Utara interchange, which the state calls the Kapar interchange), the North Klang Straits Bypass to Northport, and Federal Route 5 (Jalan Kapar).
- Klang district had 1,206 unauthorised factories (KTK) on the state's October 2024 list, so title, land category and building approvals need checking before you buy or lease.
Kapar Industrial Area in Brief
Kapar is the industrial mukim on the northern side of Klang, between Klang town and the Kuala Selangor coast, administered by MBDK. It is an active factory market: JPPH-recorded transactions to July 2026 show 382 industrial sales in 24 months, at a median of RM2 million for factories and RM95 psf for land, and registered factory tenancies at a median of RM1.47 psf a month. Buyers come for freehold land, large sites and a short haul to Northport.
Current units with power, ceiling height and tenure are on our factories for sale in Kapar page.
Where Is Kapar? District, Council and Boundaries
Kapar sits in the Klang district of Selangor. According to MBDK's own history, Port Klang, Kapar and Meru were merged into the Klang district council in 1971, which later became the Klang municipal council. Klang then gained city status: the Sultan of Selangor proclaimed Klang a royal city in February 2024, effective 23 November 2023. Building plans, business licences and enforcement in Kapar therefore go through MBDK, and land matters through the Klang district land office.
"Kapar" means two things, and the difference matters when you compare prices:
- Pekan Kapar and the Kapar road. The old town and the strip along Jalan Kapar (Federal Route 5), running north from Klang toward the power station at Batu 12 and on to Kuala Selangor.
- Mukim Kapar. The much larger land-registry sub-district. Bursa filings place Bandar Bukit Raja in it: a 2026 land deal was described as "Bandar Bukit Raja Stage 4, Mukim Kapar, Daerah Klang". A Selangor State Assembly answer listing factories in Mukim Kapar also includes addresses in Pekan Meru and Jalan Meru.
JPPH records follow the mukim, so the Kapar figures in this guide include Bukit Raja and Meru estates as well as Sungai Kapar Indah and Kapar Bestari.
Industrial Parks in Kapar: Named Estates and What We Know
The table lists the estates a buyer or tenant will meet in Kapar, with facts from the developers, Bursa-listed companies and news reports. JPPH counts are for the 24 months to July 2026.
| Estate | What it is | Verified facts | JPPH deals (24 months) |
|---|---|---|---|
| Sungai Kapar Indah | Established estate of semi-D and detached factories | Klanggroup built its ETP @ Sungai Kapar Indah project here (The Edge, 2023) | 31 deals in the Hi-Tech Sungai Kapar Indah estate, median RM7.21 million, mostly semi-D; 7 more detached deals at a median of RM8.65 million |
| Kapar Bestari Industrial Park | Large freehold park | 252 acres of freehold industrial land (developer); also home to Klanggroup's ETP @ Kapar Bestari | Recorded under Kapar |
| KIIP @ Kapar and KIIP @ Kapar 2 (K International Industrial Park) | Klanggroup's large parks | KIIP @ Kapar: 395 acres, fully sold and completed in 2021. KIIP @ Kapar 2: 500 acres | Recorded under Kapar |
| ETP @ KIIP Kapar | Newer freehold scheme inside KIIP | 104.84 acres, GDV RM1 billion, Phase 1 of 170 semi-D and cluster semi-D units, 82 occupied by September 2026, 400A supply, 3 tonnes per m² floor loading, 40 ft eave (The Star/Bernama, Oct 2026) | New stock |
| LINX Avenue @ Kapar | Milestones Group scheme | 32 acres of freehold industrial land, 42 three-storey semi-D factories (developer) | New stock |
| Meru Industrial Park | Mixed semi-D and detached area between Klang town and Kapar | Inside Mukim Kapar per state records | 22 deals, median RM3.75 million, mainly semi-D |
| Bandar Bukit Raja industrial park | Sime Darby Property township on the southern edge of the mukim | BBR1 254 acres, BBR2 over 201 acres, BBR3 357 acres, plus 924.29 acres for Phase 4 (Sime Darby Property) | Bukit Raja Prime: 35 deals, median RM1.25 million (terrace). Bukit Raja 3: 35 deals, median RM14.9 million (detached) |
| Sungai Puloh industrial area | Older mixed estate | 12 deals, median RM4.18 million, mainly semi-D | |
| Selat Klang Utara industrial area | Small-lot terrace estate | 19 deals, median RM373,000 (terrace) | |
| Batu 8 and Kapar Industrial Park | Older lots along Jalan Kapar | MBDK said in September 2026 it would review approved shoplot plans at Kapar Industrial Park if flooding of nearby homes continued (Media Selangor) | Recorded under Kapar |
Kapar is mostly freehold and its new supply is semi-D heavy. Newer parks advertise specifications (400A, 3 tonnes per m², 40 ft eave) that older Batu 8 lots often do not match, so check each unit rather than the estate name. Our under-the-radar Kapar factory zones post looks at the quieter parks in more detail.
Large land deals in Mukim Kapar, 2025 to 2026
- In March 2026, Maybulk, Eonmetall and Leader Steel agreed to sell three contiguous parcels in Mukim Kapar for RM687.89 million to WG Malaysia VIII for an information technology infrastructure site. At about 157 acres, that is roughly RM100 psf.
- Bernama reported that Luxchem would buy five leasehold industrial plots in Mukim Kapar of 4.03 hectares for RM45.6 million, with leases to 2095. That works out to about RM105 psf.
- The Edge reported that Rhong Khen is buying three industrial properties in Kapar for RM47 million on about 4 hectares, to consolidate its furniture operations.

The Kapar Power Station: Facts for Factory Buyers
The best-known landmark in the area is the Sultan Salahuddin Abdul Aziz Power Station at Batu 12, Jalan Kapar. Its operator, Kapar Energy Ventures, is owned 60% by Tenaga Nasional Berhad and 40% by Malakoff, and describes it as the only power plant in Malaysia able to fire gas, oil and coal.
| Block | Units | Fuel | Commissioned |
|---|---|---|---|
| GF1 (thermal) | 2 x 300 MW | Gas / oil | 1985 and 1986 |
| GF2 (thermal) | 2 x 300 MW | Coal / gas / oil | 1988 and 1989 |
| GF3 (thermal) | 2 x 500 MW | Coal / gas / oil | Taken over in 2000 |
| GF4 | 2 x 110 MW gas turbines | Gas | n/a |
| Total | 2,420 MW |
Source: Kapar Energy Ventures generating facility page. Its home page quotes 2,200 MW, so both figures appear in print.
- Retirement. The Edge, citing Grid System Operator data, reported in December 2025 that the Kapar station, which it put at nearly 1,500 MW, is due to retire in July 2029. The government had yet to decide how to replace its coal plants.
- A new gas plant. In October 2022 TNB told Bursa it had received a letter of intent for a 2,100 MW combined-cycle plant in Kapar, on its own land north of the existing station, with a target commercial operation date of 2031. In June 2026 The Star reported that Kapar (2.1 GW) was still at the initial letter of notification stage in TNB's gas pipeline.
What this means for your factory. A power station next door does not give a factory more electricity. Your supply depends on the TNB intake and substation capacity at your lot, and a large load may need a new substation on your land. Before you commit, work out your load with the factory power calculator and ask TNB about capacity at the address.
Access: WCE, North Klang Straits Bypass and Jalan Kapar
Kapar has three road links that matter to lorry operators.
- New North Klang Straits Bypass (NNKSB). A 17.5 km tolled highway, open since 2002, that links Northport to Bukit Raja and connects to the Federal Highway, NKVE and WCE. The concession runs to December 2032. For Kapar firms that move containers through Northport, it is the most direct tolled route.
- Federal Route 5 (Jalan Kapar). The old trunk road from Klang through Meru and Kapar to Kuala Selangor. The Batu 8 industrial area and the power station both have Jalan Kapar addresses. Expect mixed traffic and junction delays at peak hours.
Industries in Kapar
A 2016 Selangor State Assembly answer named Kapar as one of the three main industrial areas in Klang district. The large employers it listed were a cleanroom and medical glove maker with 605 jobs, NS BlueScope's coated steel plant on Jalan Bukit Kapar, and Kossan's extruded and moulded rubber products. Other activity on the record:
- Rubber, gloves and plastics: see our rubber and plastic factory guide for Kapar.
- Steel and furniture: BlueScope, and Rhong Khen's furniture consolidation.
- Chemicals, wood, auto parts and palm oil: Luxchem's plots and older state factory lists.
- Logistics: semi-D and detached sheds near the WCE and NNKSB.
- Data infrastructure: the RM687.89 million land deal of 2026.
Enforcement has followed the recycling trade. In March 2025 marine police seized scheduled waste worth RM33.18 million, including 868,500 kg of mixed e-waste, in a raid at the Meru Industrial Park, Kapar. In July 2025 coloured water in Sungai Kapar Kechil was traced to a plastic recycling factory and a latex store in the Batu 8 industrial area on Jalan Kapar. If your process involves scheduled waste, effluent or recycling, budget time for DOE approvals.
Kapar Factory and Land Prices (JPPH Data)
The figures below are JPPH-recorded transactions to July 2026, for the 24 months from August 2024. The full breakdown by year, size and park is on the Kapar industrial transactions page.
| Property type | Deals | Median price | Psf (land) | Median land area |
|---|---|---|---|---|
| Terrace factory | 151 | RM980,000 | RM449 | 1,981 sq ft |
| Semi-D factory | 101 | RM6.18 million | RM327 | 20,677 sq ft |

| Industrial land | 79 | RM11 million | RM95 psf of land | 127,767 sq ft (about 2.9 acres) |
Factory psf above is per square foot of land but includes the building, so compare it only within the same factory type, not with vacant land.
- Freehold sells for more. Freehold factories had a median of RM3.48 million (248 deals) against RM980,000 for leasehold (58 deals), though the gap also reflects location, size and type. Our freehold vs leasehold guide for Kapar explains what drives the gap.
- Activity slowed while land held up. The 12 months to July 2026 recorded 117 deals, down from 266 in the 12 months before. Over the same periods the median land price moved from RM95 psf to RM98 psf. Year by year, the land median was RM76 psf in 2021, RM120 in 2022, RM91 in 2023, RM87 in 2024 and RM103 in 2025.
- Large plots set the land median. The middle half of land deals sat between RM68 and RM146 psf. If you are choosing between serviced and raw land, see our greenfield vs brownfield land guide for Kapar, and browse current industrial land for sale in Kapar.

The quarterly median was RM1.39 psf in Q4 2025, RM1.37 in Q1 2026 and RM1.76 in Q2 2026. Rent is only part of the bill: deposits, stamp duty, legal fees and fit-out are set out in our total cost of renting a factory in Kapar. Current units are on the factory for rent in Kapar page.
Kapar Compared With Nearby Areas
The table sets Mukim Kapar beside its neighbours on JPPH data for the 24 months to July 2026. The groupings overlap: Kapar is part of Klang district, and some Bukit Raja parks sit inside Mukim Kapar, so read it for direction only.
| Area | Deals | Terrace factory psf (land) | Median land price (psf) | Median factory rent (psf/month) |
|---|---|---|---|---|
| Mukim Kapar | 382 | RM449 | RM95 | RM1.47 |
| Bukit Raja | 76 | RM530 | RM155 | Too few tenancies |
| Klang district | 777 | RM422 | RM88 | RM1.44 |
| Pulau Indah | 99 | RM90 | RM82 | RM1.62 |
| Shah Alam | 165 | RM489 | RM210 | RM1.73 |
Kapar land sits between the port-side areas and Shah Alam, and its rent is close to the Klang district median.
Unauthorised Factories (KTK) in Klang District
Selangor's October 2024 count found 6,690 unauthorised factories (KTK) statewide, 1,206 of them in Klang district: 614 under MBDK and 592 in the part of Klang district under MBSA. An older state answer counted 192 new illegal factories in the Klang council area between 2008 and 2014, and its list included many Mukim Kapar addresses. KTK are factories built without the required approvals, often on agricultural land.
The state's regularisation programme runs from 1 September 2024 to 31 December 2027. Owners had to apply by 31 December 2025, or within 12 months of receiving a Notice 7A, or face forfeiture. The incentives, deadlines and risks for buyers are in our Selangor KTK programme guide. For a Kapar buyer the practical point is simple: a cheap factory on a non-industrial title may need conversion premiums and approvals before a bank will lend on it.

Checklist Before You Buy or Rent in Kapar
- Confirm the title's category of land use is industrial and read its express conditions (land search at the Klang district land office or PTG Selangor).
- Ask for the Certificate of Completion and Compliance (CCC) or Certificate of Fitness, and check that any extension has MBDK approval.
- Check whether the lot appears on the KTK list or has received a Notice 7A.
- Get the TNB supply in amps or kVA in writing, and ask TNB about substation capacity if you need more.
- Measure the lorry route to the WCE interchange or the NNKSB: turning space, weight limits and flood-prone stretches.
- Check the flood history of the street with neighbours and MBDK, especially in low-lying Batu 8 and Kapar Industrial Park lots.
- For recycling, chemicals or effluent, confirm DOE requirements before signing.
- Compare the asking price with the JPPH median for the same type and size, not with listing prices.
- For leases, agree in writing who pays for roof, structure and electrical repairs.
FAQ
Where is Kapar industrial area?
Kapar is on the northern side of Klang district in Selangor, along Federal Route 5 (Jalan Kapar) between Klang town and Kuala Selangor. Its estates include Sungai Kapar Indah, Kapar Bestari, KIIP @ Kapar and Batu 8, and the wider mukim takes in Meru and Bandar Bukit Raja. MBDK is the council.
How much does a factory in Kapar cost?
JPPH-recorded transactions to July 2026 show a median of RM980,000 for a terrace factory, RM6.18 million for a semi-D and RM14.9 million for a detached factory in Mukim Kapar over 24 months. Industrial land had a median of RM95 psf. Prices vary widely with land size, tenure and the estate.
What is the factory rent in Kapar per square foot?
The median registered rent is RM1.47 psf a month, with the middle half between RM1.08 and RM1.97 psf. Semi-D factories rent at a median of RM1.85 psf and detached factories at RM1.23 psf. Large sheds above 60,000 sq ft are around RM0.84 psf.
Is most industrial land in Kapar freehold?
Most building deals are. JPPH records show 248 freehold factory sales against 58 leasehold in the 24 months to July 2026, and the newer parks such as Kapar Bestari, ETP @ KIIP Kapar and LINX Avenue are marketed as freehold. Always confirm the tenure on the title itself.
Does being near Kapar power station mean more electricity for my factory?
No. Supply to a factory depends on the TNB intake and the local substation, not on the power station. Get the approved supply for the unit in writing and ask TNB about upgrade capacity before you commit.
How do I get from Kapar to Northport and the WCE?
Northport is reached through the New North Klang Straits Bypass from Bukit Raja, or along Jalan Kapar and Klang's local roads. The WCE's Bandar Bukit Raja Utara interchange serves Kapar and connects north to Assam Jawa. The link south to Banting depends on WCE Section 3, expected to open in early 2027.
What should I check before buying a factory in Kapar?
Check that the land is industrial, that the building has a CCC or CF and approved plans, and that the lot is not on the KTK list. Then confirm power supply, lorry access and flood history, and compare the price with JPPH medians for the same factory type.
