Land Search Malaysia: Carian Rasmi on e-Tanah Selangor Before You Buy Industrial Land

To do an official land title search (carian rasmi) in Selangor, register an account on the e-Tanah public portal of the Selangor Land and Mines Office (PTG Selangor) at etanah.selangor.gov.my (newly registered law-firm users also complete a one-time biometric check at a land office), then log in, open e-Carian, choose Carian Rasmi and Hakmilik Tanah (or Hakmilik Strata), add the title details and pay by FPX. Selangor's land offices charge RM50 per title for an official search, which is made under section 385 of the National Land Code (Act 828) and is the only search issued as a certificate signed and sealed by the Registrar. PTG Selangor's e-Tanah guide says an official search takes 1 working day to process, after which you download the certificate from the portal. Before buying industrial land, check that the category of land use reads industry, then read the express condition, the restriction in interest and any charge, caveat or lease on the title.

Key Takeaways

  • A land search in Malaysia shows who owns a piece of land and everything registered against it. In Selangor you do it online on the e-Tanah public portal, which went live at every Selangor land office on 30 October 2023.
  • There are two kinds: a private search (carian persendirian, section 384 of the National Land Code, Act 828) and an official search (carian rasmi, section 385). Only the official search is a certificate signed and sealed by the Registrar, and only it carries a statutory right to compensation for errors (section 386).
  • PTG Selangor lists the official search fee at RM50 per title. Its e-Tanah guide says an official search takes 1 working day; you then download the certificate from the portal.
  • For a factory or industrial land buyer, four parts of the result decide the deal: the category of land use (it should read industry), the express condition (syarat nyata), the restriction in interest (sekatan kepentingan) and the encumbrances (charge, caveat, lease, prohibitory order).
  • The three red flags we see most: a factory on land still in the agriculture category (Selangor's KTK programme runs only to 31 December 2027), a leasehold with few years left, and a restriction that needs State consent before you can transfer or charge the land.

To do a land search in Selangor, register an account on the e-Tanah public portal of the Selangor Land and Mines Office (PTG Selangor), open e-Carian, enter the title particulars (district, mukim, title type and number, lot number) and pay online. A private search gives you an extract as soon as you pay. An official search gives you a sealed certificate, normally within one working day. Before you buy industrial land or a factory, read the land-use category, express condition, restriction in interest and every encumbrance on that result.

What a land search is and why factory buyers need one

Under the National Land Code, the register document of title kept at the land office is the record that counts. The seller's copy of the title can be out of date and will not show instruments presented last week.

The Code lets any person or body search any title (sections 384 and 385). You do not need the owner's consent, or a lawyer, to run the first search yourself.

For industrial property the stakes are higher than for a house. A factory on the wrong land category can be fined or forfeited, a prohibitory order freezes any new charge, and a consent restriction can add months before the transfer is registered. Find out before you pay an earnest deposit.

Private search vs official search (carian persendirian vs carian rasmi)

Private search (carian persendirian) Official search (carian rasmi)
Legal basis (Act 828) Section 384 Section 385
What you get An extract of the register, printed or downloaded A certificate of search under the Registrar's hand and seal
Must state express conditions and restrictions in interest Not required by the Code Yes, section 385(2)(ba)
Must state instruments presented but not yet registered, and prohibitory orders served Not required by the Code Yes, section 385(2)(c), with the exact time of issue
Compensation for an error in the result No statutory route Yes, section 386

Some guides cite "section 384" for the official search. In the Code itself (Act 828, revised 2020), section 384 covers the private search and section 385 the official search.

How to do a land search on e-Tanah Selangor, step by step

What you need before you start

  • The title particulars: district (daerah), mukim, town or village (bandar or pekan), title type, title number and lot number. Take them from the seller's copy of the title, the draft SPA or the quit rent bill. Title types you will meet include GRN and PN (Registry titles), GM and PM (Land Office titles), and HSD or HSM (qualified titles).
  • An e-Tanah account: individual or company. The individual sign-up form asks for a copy of your identity card.
  • Online banking (FPX). The e-Tanah FAQ says Visa and Mastercard are accepted only for private searches and quit rent, so plan on FPX for an official search.

The steps

Step What to do on the portal Time
1 Go to ptg.selangor.gov.my and click Portal Awam e-Tanah, then register under Pendaftaran Akaun Pengguna (choose Individu or Syarikat) 10 minutes
2 Wait for your user ID and password by email 1 to 2 working days
3 Law firms only: a newly registered law-firm account does a one-time biometric check at a land office. Individual users skip this step One visit (law firms)
4 Log in, open e-Carian, choose Carian Persendirian or Carian Rasmi, then Hakmilik Tanah (land title) or Hakmilik Strata (strata title) 2 minutes
5 Fill in the title particulars and click Tambah. Add more titles if you are comparing lots; the fee for each appears in the list 2 minutes
6 Click Teruskan Permohonan, tick the declaration and pay by FPX 3 minutes
7 Private search: click Muat Turun to download the result. Official search: wait for the email, then open Status Permohonan Instant, or about 1 working day
8 Save the PDF straight away. A private search result can be downloaded for only 3 days Same day

The steps follow PTG Selangor's own e-Carian guide and official search guide. Users already registered on Smartbox Selangor are carried over to e-Tanah, according to a KL Bar circular issued when the system went live.

At the counter, a private search can be bought at any district land office in Selangor, not only the one holding the title. The e-Tanah helpdesk is 03-5520 5613 (weekdays, 8am to 4.30pm).

Strata factories and cluster units

Many terrace and cluster factories in Selangor parks are held under strata titles. Choose Hakmilik Strata and fill in the building, storey and parcel numbers. PTG's guide says that if the strata title has no storey or parcel number, you put the building number in the parcel field. If the strata titles have not been issued yet, search the master title, because the developer's charge and any caveats sit there.

Kuala Lumpur and Negeri Sembilan

Kuala Lumpur titles are searched on the separate e-Tanah portal of PTG Wilayah Persekutuan. Its FAQ says an official search there is processed within 3 working days and paid by FPX only. For Negeri Sembilan, check with PTG Negeri Sembilan.

How to read a land search result for industrial land or a factory

The result is in Malay. This table shows the fields that matter for an industrial buyer.

Field on the result What it means What to check
Pemilik Berdaftar Registered proprietor Name and IC or company number match the seller. If there are several owners, all must sign. If the owner is a company, run an SSM search too
Jenis Hakmilik Title type GRN or PN at the state registry, GM or PM at the district office, HSD or HSM is a qualified title with a provisional area
Tempoh Pegangan Tenure "Selama-lamanya" is freehold. A lease shows the term and expiry date. State land is alienated for up to 99 years under section 76
Kategori Penggunaan Tanah Category of land use Should be industry for a factory or warehouse
Syarat Nyata Express condition The use allowed on this land. It must fit your actual use
Sekatan Kepentingan Restriction in interest Consent needed to transfer, charge or lease, or limits on who can own it
Luas Land area Matches the SPA and the site. Provisional on a qualified title
Cukai Tahunan Annual quit rent Check arrears on e-Bayaran
Urusniaga / Bebanan Dealings and encumbrances Charges, leases, caveats, prohibitory orders, liens

Category of land use: pertanian, bangunan, industri

Section 52 of the Code sets three categories: agriculture, building and industry. Section 117 lists what the industry category covers: factories, workshops, foundries, warehouses, docks, jetties and other buildings used for manufacture, smelting, power, or the assembling, processing, storage, transport and distribution of goods. A warehouse or logistics yard therefore sits under industry too.

A factory standing on land in the pertanian (agriculture) category is in breach of condition. On bangunan (building) land, read the express condition: it is usually residential or commercial, which does not cover a factory.

Express condition (syarat nyata) and restriction in interest (sekatan kepentingan)

Section 120 requires both to be endorsed on the title and kept separate. The express condition tells you what the land may be used for, for example an industrial building only, or a narrower use such as light industry. If your process does not fit, you need a variation under section 124 before you operate, with a premium to pay. The restriction in interest limits dealings. A common type requires State Authority consent before the land can be transferred, charged or leased. Some titles limit ownership to Bumiputera or to a named class of owner.

A breach of condition is serious. Under section 127 the land becomes liable to forfeiture, or the Land Administrator can impose a fine of at least RM500 plus at least RM100 for each day the breach continues.

Tenure and remaining lease

For a leasehold, subtract today's date from the expiry date on the title. Lenders and buyers look at the remaining term, and extending a lease means a new premium to the State. Our guide on leasehold factories and extension cost shows how that cost is worked out.

Encumbrances: charge, caveat, lease, prohibitory order

Entry Malay term What it means for you
Charge Gadaian The seller's bank loan. Normal. The SPA must provide for redemption and a discharge at completion
Private caveat Kaveat persendirian Someone claims an interest. It blocks registration of dealings by the owner (section 322) and lapses after 6 years unless removed earlier (section 328). Ask who entered it and why
Registrar's caveat Kaveat Pendaftar Entered by the Registrar under section 320, for example to prevent fraud, protect the State's interest or secure a debt owed to the government. Treat it as a stop sign until explained
Lease over 3 years Pajakan A registered tenant (section 221). The lease binds you after you buy
Prohibitory order Perintah larangan A court order freezing dealings, often from a judgment debt. It lapses after 6 months unless the court extends it (section 338)
Lienholder's caveat Kaveat pemegang lien The owner deposited the issue document of title with a lender as security (section 281)

Red flags before you sign

  1. A factory on agricultural land. Selangor's unauthorised factory (KTK) programme runs to 31 December 2027, but the general application deadline was 31 December 2025. An owner who receives Notice 7A has 12 months to apply for conversion. Our KTK guide explains the discounts and the forfeiture risk that passes to a new owner.
  2. Industry category, wrong express condition, such as light industry only when your process is heavier.
  3. A short remaining lease. Get the lender's view and the extension premium in writing before you commit.
  4. A consent restriction. Make the SPA conditional on State consent and allow for the time it takes. Non-citizens and foreign companies also need State Authority approval under section 433B. Our foreign buyer guide covers the Selangor rules.
  5. A private caveat, Registrar's caveat or prohibitory order that the seller cannot explain or clear before completion.
  6. The registered owner is not the seller, for example a director selling company land, or one co-owner acting alone.
  7. Instruments presented but not yet registered. Only the official search must list them. A pending transfer or charge means someone else is already in the queue.
  8. Quit rent arrears. Unpaid rent leads to a notice of demand (section 97) and then forfeiture (section 100).

What a land search does not tell you

The title records the land, not the building or the planning. Check these separately:

  • Planning zoning in the local plan: ask the city or municipal council.
  • Building approval and CCC or CF: see what a CCC is and why it matters.
  • Whether the lot is on the KTK inventory: ask the district land office.
  • Boundaries, access and actual site area: a licensed land surveyor can confirm them.
A surveyor and officers check boundaries, access, and building details that a land search leaves out.

FAQ

How do I do an official land title search (carian rasmi) on e-Tanah Selangor?

Register on the PTG Selangor e-Tanah public portal (etanah.selangor.gov.my), log in, open e-Carian, choose Carian Rasmi and Hakmilik Tanah or Hakmilik Strata, add the title details and pay RM50 per title by FPX. The search is made under section 385 of the National Land Code, takes about 1 working day, and you download the certificate signed and sealed by the Registrar from the portal. New law-firm users first complete a one-time biometric check at a land office.

What is the difference between carian rasmi and carian persendirian?

A carian persendirian (private search, section 384 of Act 828) is an extract of the register that you can download right after paying. A carian rasmi (official search, section 385) is a certificate signed and sealed by the Registrar that must list the express conditions, restrictions in interest, pending instruments and prohibitory orders. Only the official search gives a statutory right to compensation for errors under section 386.

How much does a land search cost in Selangor?

PTG Selangor lists the official search fee at RM50 per title. The private search fee is shown on the e-Tanah screen before you pay, and you can add several titles to one payment. Lawyers and search agents charge their own service fee on top.

How long does an official land search take on e-Tanah Selangor?

PTG Selangor's guide says about 1 working day. You get an email when it is ready; download and save the certificate straight away. A private search downloads as soon as payment goes through and stays available for only 3 days.

Yes. Sections 384 and 385 of the National Land Code let any person or body search any title. You only need the title particulars, an e-Tanah account and a way to pay.

What details do I need to search a land title in Selangor?

You need the district, the mukim or town, the title type (such as GRN, PN, GM, PM, HSD or HSM), the title number and the lot number, all printed on the title, the SPA and the quit rent bill. A strata factory also needs the building, storey and parcel numbers.

The title says "pertanian" but there is a factory on it. Can I still buy it?

You can, but the factory is in breach of the land's conditions and the land is liable to fines or forfeiture under section 127. In Selangor the owner may be able to regularise it under the KTK programme, which runs to 31 December 2027. The general application deadline was 31 December 2025, so today the route is mainly for owners served with Notice 7A, who have 12 months to apply. Make the purchase conditional on conversion, or price in the premium and the time it takes.

Does a land search show zoning or whether the factory has a CCC?

No. The search covers the title: owner, tenure, category, conditions, restrictions and encumbrances. Zoning comes from the local council's plan, and the CCC or CF from the building's approval records, so check both separately.
