Pulau Indah Industrial Park (PIIP) Guide: Halal Hub, Land Prices, Rents and SBB
Pulau Indah Industrial Park (PIIP) is the leasehold industrial township beside Westports, and the Selangor Halal Hub sits inside it. See who built it, how it differs from SBB, and what land, factories and rents cost on JPPH data.

Key Takeaways
- Pulau Indah Industrial Park (PIIP) is a leasehold industrial township on Pulau Indah, Port Klang, right next to the Westports container terminals. Its developer, Central Spectrum (M) Sdn Bhd, has worked on the island since 1994.
- Yes, the Selangor Halal Hub is in Pulau Indah. It sits inside PIIP: The Edge reported it takes up 1,000 acres of the park's industrial land, launched in 2003.
- Size: in 2009 The Edge reported Central Spectrum's PIIP tract at 5,324 acres, planned as 3,225 acres industrial, 1,874 acres residential and 225 acres commercial.
- Prices: JPPH-recorded industrial land deals in Pulau Indah to August 2026 had a median of RM79 psf of land. Land sold for RM14 to RM20 psf when the park launched in the 1990s.
- Rents: registered factory tenancies show a median RM1.54 psf a month, about RM3,800 a month for a 2,170 sq ft terrace and RM33,700 for a 55,140 sq ft detached unit.
- SBB Industrial Park (formerly Selangor Bio Bay) is a separate, newer park on the same island by the same developer. It mainly sells land; PIIP is where the built factories and warehouses are.
Pulau Indah Industrial Park (PIIP) is the main industrial park on Pulau Indah, the island in Port Klang, Selangor, that holds the Westports container terminals. It is a leasehold township developed by Central Spectrum (M) Sdn Bhd, and the Selangor Halal Hub is one zone inside it. Expect to pay around RM79 psf for industrial land and around RM1.54 psf a month to rent a factory, based on JPPH-recorded deals to August 2026.
This guide covers what the park is, who built it, where the Halal Hub and SBB fit, what land and factories trade for, and what to check before you buy or lease.

Central Spectrum describes PIIP as an industrial township adjacent to Westports Malaysia, reached by KESAS and SKVE and with rail links to the Klang Valley. Its current marketing is for the PIIP 3B phase. On its homepage the company calls itself an agency of the Selangor state government and lists PIIP, the Selangor Halal Hub and SBB Industrial Park as its projects.
History and size: how big is PIIP?
PIIP started on former mangrove swamp. In a 2009 feature, The Edge reported that Central Spectrum owned a 5,324-acre leasehold tract known as Pulau Indah Industrial Park. It had already sold about 2,900 acres, mainly industrial plots. At that time the company was 76.7% held by Kumpulan Hartanah Selangor, a unit of the state-owned KDEB group. The masterplan split the land into 3,225 acres industrial, 1,874 acres residential (Laguna Park) and 225 acres commercial (Indah Point and a town centre).
The same report gives the launch prices, which show how far the park has come:
| Phase | Launched | Land price at launch |
|---|---|---|
| Phase 1 (Sections 6, 8, 12) | 1995 to 1996 | RM14 to RM18 psf |
| Phase 2 | 2000 onwards | RM19 to RM20 psf |
| Selangor Halal Hub Phase 1 | 2003 | RM20 psf |
| Selangor Halal Hub Phase 2 | On sale in 2009 | RM22 psf |
You will see other acreage figures quoted online for PIIP. The 5,324-acre figure is the developer's whole tract as reported by The Edge; the industrial share is smaller.
Is the Selangor Halal Hub in Pulau Indah?
Yes. The Selangor Halal Hub (SHH) is on Pulau Indah, inside Pulau Indah Industrial Park. The Edge reported that SHH was launched in 2003 as a special project with the Selangor government and covers 1,000 acres of industrial land within PIIP, planned in three phases of 300, 400 and 300 acres.
What makes it different from the rest of the park:
- HALMAS status. Central Spectrum says it is a HALMAS-certified halal park operator, so manufacturers setting up in SHH can apply for HALMAS tax incentives through the Halal Development Corporation (HDC).
- Halal logistics on site. The developer names MISC Integrated Logistics (MILS), a JAKIM halal-certified logistics provider, as its partner.
- Target industries. The developer lists flour mills, sugar refineries, beverages, pharmaceuticals, herbal supplements, gelatin, meat and seafood processing, dairy, instant noodles, frozen food, cocoa processing and edible oil refining.
A location inside SHH does not certify your products. Halal certification is a separate application to JAKIM or JAIS for your premises and process. Our JAKIM halal factory requirements guide covers that part.
PIIP, SBB Industrial Park and "SBB": three different things
Buyers often mix these up:
| Name | What it is | What you can buy |
|---|---|---|
| Pulau Indah Industrial Park (PIIP) | The established park beside Westports, including the Halal Hub | Built factories and warehouses, resale land, PIIP 3B lots |
| SBB Industrial Park (formerly Selangor Bio Bay) | A newer, separate park on Pulau Indah, also by Central Spectrum | Mainly land: Phase 1A is about 50 acres in 40 lots |
| "SBB" in Klang | Bandar Sultan Suleiman, a mainland industrial area near Northport | Older terrace and detached factories |
Central Spectrum's homepage says SBB Phase 1A suits food and beverage, logistics, warehousing, manufacturing, bio-industry, pharmaceuticals, processing and packaging. If you can wait for a build, compare SBB plots with PIIP land. If you need to occupy within months, PIIP's existing buildings are the faster route. Our SBB Industrial Park guide covers the newer park in detail.

Why Westport matters to PIIP
The case for PIIP rests on Westports. Container trucks reach the terminal gates without crossing mainland traffic, so haulage cost per box and turnaround time drop.
- Volume: Westports handled 11.3 million TEU in FY2025.
- Expansion: its concession, signed in December 2023, runs to 2082 and covers eight new berths, CT10 to CT17. CT10 adds about 1.6 million TEU, with the first wharf expected around 2028. Our Westports CT10 and ECRL guide explains what that means for warehouse and yard demand.
- Free zone next door: Port Klang Free Zone is also on the island, for duty-free re-export and storage. See our PKFZ guide if your cargo stays in bond.
- Northport alternative: Northport is on the mainland, across the bridge. If your lines call at Northport or you need mainland labour, read our Westport vs Northport vs PKFZ comparison.
Recent moves show who wants to be on the island. In October 2025 Colform signed to buy 7.31 acres in PIIP for RM25.2 million, about RM79 psf. Sunway Construction's annual report listed Daiso's global distribution centre in Pulau Indah for completion in 2Q2026. Central Spectrum's investor list for PIIP includes IKEA, Royal Malaysian Customs, MISC Integrated Logistics, Federal Flour Mills, Central Sugars Refinery, YTL Industries, Scientex Packaging Film and POSCO.
Power and water
The island has a 1,200MW gas-fired power station, the Pulau Indah Power Plant. A power station feeds the national grid, though, not your factory directly. Your supply still comes through TNB's distribution network, so the questions are the same as anywhere:
- What is the existing supply (amps, voltage, transformer size) on the lot or building?
- If you need more, does the area have capacity, and do you need a substation on your land? Ask TNB before you sign.
- For water, ask Air Selangor about supply and pressure, especially for food and beverage plants with heavy process water use.
If you plan to burn natural gas, ask Gas Malaysia whether a distribution pipeline reaches your plot before you design around it.
Land and factory prices in Pulau Indah (JPPH data)
These are JPPH-recorded transactions in Pulau Indah, Westport and PIIP over the 24 months to August 2026, not asking prices. Full tables are on our Pulau Indah transaction data page.
| Type | Median price | Typical range | Median size | Rate |
|---|---|---|---|---|
| Industrial land | RM14.77 million | RM5.34m to RM19.81m | not published | RM79 psf of land |
| Detached factory | RM17.49 million | RM14.04m to RM18.7m | 107,553 sq ft land | RM192 psf of land |
| Terrace factory | RM220,000 | RM167,000 to RM300,000 | 2,002 sq ft land | RM90 psf of land |
Every building deal in the sample was leasehold, which matches the park's title. Compared with Klang and Port Klang as a whole, terrace factories here sold at a median about 74% lower (RM220,000 vs RM850,000, mostly older Bandar Armada Putra units) and land about 12% lower (RM79 vs RM90 psf of land).
How does Pulau Indah compare with the rest of Klang?
JPPH-registered figures for the 24 months to August 2026:
| Area | Industrial land (psf of land) | Detached factory median deal | Rent median (psf a month) |
|---|---|---|---|
| Pulau Indah, Westport and PIIP | RM79 | RM17.49 million | RM1.54 |
| Bandar Sultan Suleiman and Northport | RM105 | RM18.95 million | RM1.31 |
| Klang and Port Klang overall | RM90 | RM14.9 million | RM1.43 |
Land here is not dearer than the Klang average, but rent is higher, which shows how much tenants want ready buildings beside Westport. If you are buying land to build, the per sq ft land price is the number to compare; if you are renting, expect to pay a little more on the island for shorter prime mover runs. Northport samples are small, so treat them as a guide only.
Factory and warehouse rents
| Type | Median rent psf/month | Median monthly rent | Median size |
|---|---|---|---|
| Terrace factory | RM1.54 | RM3,800 | 2,170 sq ft |
| Detached factory or warehouse | RM1.38 | RM33,700 | 55,140 sq ft |
| All registered tenancies | RM1.54 | typical range RM0.92 to RM1.72 psf |
The sample is small (23 registered tenancies), and the typical term was 24 months. Rent here is about 8% above the Klang and Port Klang median of RM1.43, which is the price of being next to the port.

Factory, warehouse and land types in PIIP
| Property type | What it usually offers | Best for |
|---|---|---|
| Large detached warehouse | Big yard, high eaves, dock levellers, trailer turning space | 3PL, freight forwarders, import and export distribution, cold chain |
| Detached factory | Heavier power, effluent treatment, production floor plus office | Halal food, oleochemicals, packaging, building materials |
| Semi-D and terrace factory | 2,000 to 6,000 sq ft, lower power | Small processors, workshops, port service firms |
| Industrial land | Plots from about 1 acre to 20 acres or more | Build-to-suit plants and warehouses |

For land, our Pulau Indah industrial land guide matches plots to industries. If the island is full or too dear for your use, Telok Gong on the mainland side of the bridge is the usual next option.
Who is already in Pulau Indah Industrial Park?
Central Spectrum's own investor list for PIIP names 27 occupants. They show the mix of users the park suits: retail distribution (IKEA), government (Royal Malaysian Customs, the National Hydrographic Centre of the Navy, Pos Malaysia), logistics (MISC Integrated Logistics, Malconrep Haulage, CLS Shipping), food and oils (Federal Flour Mills, Central Sugars Refinery, Mewah Oils), and materials and packaging (YTL Industries, Scientex Packaging Film, POSCO (M), Solmax International Asia Pacific). The developer lists the names but not their lot sizes, so treat the list as a picture of the neighbours, not of land use.
How well connected is PIIP?
The developer describes four things: direct access to Westport and Northport, access through the KESAS and SKVE highways, closeness to Kuala Lumpur International Airport and Subang Airport, and a rail network linking the Klang Valley. These are the developer's claims, so drive the route at your own peak hours, count the lorry queue at the bridge and ask the lot owner about truck turning space before you commit. For the port-side comparison, read our Westport, Northport and PKFZ guide.

What to check before you buy or rent in PIIP
- Zone and permitted use. Is the lot in general industrial or the Halal Hub, and is your activity (light, medium, heavy, food) allowed under the title and MBDK planning?
- Lease term left. PIIP is leasehold. Check the expiry date on the title, because banks lend less and resale is harder as the remaining term shortens.
- Malay reservation. A 2009 report noted that about 4,000 acres of the island are Malay reservation land. Check the title before you pay a deposit.
- Ground and piling. Parts of the island are low-lying reclaimed or soft ground, and valuers have warned of higher piling and building costs. Ask for the platform level, look for floor cracks and settlement, and check drainage.
- Power and water. Confirm amps and transformer size against your load, and the TNB upgrade route if you need more.
- Trailer access. Check road width, turning radius and the number of loading bays for 40 ft containers.
- Halal requirements. For food plants, check that the layout can meet JAKIM rules on segregation and flow before you commit.
- Incentives. HALMAS, pioneer status and similar incentives need an application. Do not price your project on them until MIDA or HDC confirms.
